EAC applauds the re-opening of the Gatuna-Katuna Border Post by the Republics of Rwanda and Uganda

East African Community Headquarters, Arusha, Tanzania, 28th January, 2022: The EAC Secretariat applauds the leadership and governments of the Republic of Rwanda and the Republic of Uganda for their efforts towards re-opening of the Gatuna-Katuna border post on 31st January, 2022.

EAC Secretary General Hon. (Dr.) Peter Mathuki has hailed the move terming it as a boost to regional integration, noting that strengthening bilateral ties between the two EAC Partner States will revitalize social, economic and political relations.

“Re-opening this strategic trade route is in line with the provisions of the EAC Common Market Protocol and is set to accelerate economic and social development of the Partner States by reviving the free movement of goods, persons, capital and labour,” said Dr. Mathuki.

Dr. Mathuki said that the re-opening of the border would also promote peace and security across the region.

“The move is a reflection of the deep commitment and existing goodwill among the EAC Heads of State to widen and deepen cooperation in the bloc, particularly as the Community expands with the anticipated entry of the Democratic Republic of Congo,” he said.

He further said that the Community was committed to supporting initiatives that promote regional integration within East Africa.

“The Secretariat is ready to provide any technical support that may be required to ensure sustainability on the movement of goods and services across all the borders,” said Dr. Mathuki.

The re-opening of the border is set to spark social and economic activities and also benefit the informal cross-border traders who rely on the two Partner States for the supply and market of their goods.

It will also fast-track the operationalization of the Gatuna-Katuna One-Stop Border Post and in turn, reduce the cost of doing business across East Africa.

EAC embarks in capacity building for Plant Health Inspectors on Standard Operating Procedures for inspecting key agricultural commodities

East African Community Headquarters, Arusha, Tanzania, 27th January, 2022: The East African Community Secretariat has embarked on capacity building on Standard Operating Procedures (SOPs) for plant health inspectors at its One-Stop Border Posts (OSBPs) to ensure that the region is protected from threats of pest infestation against key agricultural commodities. 

The SOPs were developed to operationalize the Pest Risk Analysis (PRAs) for maize, beans and rice that are the most widely traded in the region.

DRC reaffirms Her willingness to join East African Community

East African Community Headquarters, Arusha, Tanzania, 17th January, 2022The Democratic Republic of Congo (DRC) has reaffirmed her willingness to join the East African Community. 

DRC’s Deputy Prime Minister and Minister for Foreign Affairs, Hon. Christophe Lutundula Apala Pen’Apala, said that DRC was looking forward to increased trade and investment, and strengthened relations with EAC, adding that her relations with EAC Partner States had largely been at a bilateral level. 

Hon. Pen’Apala said that DRC was keen on cooperating with the EAC for maximum exploitation of both natural and human resources in the region.

Hope on the horizon as Uganda agrees to double the number of Health Officers at Busia and Malaba border posts

East African Community Headquarters, Arusha, Tanzania, 15th January, 2022The Republic of Uganda has agreed to double the number of health officers at the Busia and Malaba borders posts, from 50 to 100, as part of efforts to clear the backlog of trucks at the border posts.  

The Republic of Kenya, on her part, informed the 3rd Joint Multi-Sectoral Virtual Meeting of Ministers of EAC Affairs, Health and Transport held on Friday of the availability of sufficient Covid-19 rapid diagnostic test (RDT) kits and staff to support Uganda in Covid-19 testing at the border posts.  

Kenya affirmed readiness to immediately deploy 15 or more health workers and provide RDT test kits to enhance Covid-19 testing at Malaba and Busia border posts.

Uganda also committed to recognizing the Covid-19 test certificate that shall be issued by Kenya’s Ministry of Health with a validity period of 72 hours using either PCR or RDT testing protocols.

Uganda commits to conduct free Covid-19 test to ease Busia-Malaba trucks traffic snarl-ups

East African Community Headquarters, Arusha, Tanzania, 11th January, 2022: The Republic of Uganda has committed to conduct free Covid-19 rapid tests at the Kenya-Uganda border points of Busia and Malaba for (seven (7) days to clear the truck traffic snarl-up that has disrupted intra-EAC trade on the Northern Transit Corridor. 

This follows a joint multi-sectoral virtual meeting of the Ministers/Cabinet Secretaries responsible for EAC Affairs, Health and Transport convened by the EAC Secretariat. 

Currently, over 4,500 trucks have stalled at the two border posts due to the mandatory Covid-19 testing requirement introduced by Uganda on 20th December, 2021.

EAC Secretary General calls on East Africans to turn out in large numbers for vaccination against Covid-19

East African Community Headquarters, Arusha, Tanzania, 10th January, 2022: East African Community Secretary General Hon. (Dr.) Peter Mathuki, has called upon East Africans to turn out in large numbers as part of collective efforts to contain the spread of the deadly Covid-19 virus the region.  

Dr. Mathuki also encouraged those who have been vaccinated to go for booster shots to ensure continued protection against the virus. 

Dr. Mathuki said that resistance to vaccines was undermining efforts to jumpstart the regional economy after the damage caused by the virus.

EAC Partner States working towards adopting the EACPass to minimize cross-border trade impasse

East African Community Headquarters, Arusha, Tanzania, 7th January, 2022: EAC Secretariat is set to convene a multi-sectoral meeting on Monday 10th January 2022, to consider the adoption of the EACPass, a harmonized system to facilitate cross-border movement, in a bid to end persistent border traffic snarl-ups disrupting intra-EAC trade. The meeting will include Ministers responsible for EAC Affairs, Transport and Health.

EAC Secretary General, Hon. (Dr.) Peter Mathuki, said that as the region strives to rebound from the Covid-19 pandemic, constant trade impasses at EAC border points were reducing the gains made in integrating the region, adding that Partner States need to prioritise the adoption of a regional coordinated approach in handling the pandemic.

18th Extra-Ordinary Summit of the EAC Heads of State set to take place on 22nd December, 2021

East African Community, Arusha, Tanzania, 18th December, 2021: EAC Heads of State are set to convene for the 18th Extra-Ordinary Summit of the EAC Heads of State, set to take place virtually, on Wednesday, 22nd December, 2021. 

The Summit will be preceded by the 45th Extra-Ordinary Meeting of the EAC Council of Ministers, set to take place on Monday, 20th December 2021.  

The Summit is expected to consider two items; the report of the Council of Ministers on the admission of the Democratic Republic of Congo into the EAC and the amendment of the Quorum Rule of the Summit of EAC Heads of State. 

The Extra-Ordinary Summit will be streamed live on the EAC website - www.eac.int alongside other EAC social media platforms.

EAC Chief Justices call for increases funding for Judiciaries in the region

East African Community Headquarters, Arusha, Tanzania, 18th December, 2021The East African Chief Justices Forum (EACJF) has called for increased funding for national judiciaries and the East African Court of Justice (EACJ).

EACJF, which brings together Partner States’ Chief Justices and the Judge President of the East African Court of Justice, said that budgetary allocation to the judiciaries in the region should be substantially enhanced to allow the judiciary to exercise its mandate in a timely and efficient manner. 

The Chief Justices said that the judiciary budget should be ring-fenced as a fixed percentage of the national budget, 2.5% of the annual budget.

The 6th EACJC, which was chaired by Kenya’s Chief Justice Martha Koome, further agreed to establish a modern, functional, stable, and sustainable ICT ecosystem for the Judiciaries in all Partner States. 

The Chief Justices affirmed that it was essential that courts deepen and expand the use of technology in their operations through investment in infrastructure; recruitment of enough personnel; continuous training of judges, judicial officers and staff; continuous public education; and increased budget allocation to judicial digitization.  

It was agreed that the Chief Justices of each country and President of the EACJ shall personally take charge in leading the automation processes within their jurisdictions. 

The resolutions are contained in the resolutions of the Joint Symposium of the Forum of EAC Chief Justices and the East African Judicial Education Committee that was held in Mombasa, Kenya from 15th to 16th December, 2021 and that were adopted by the Forum on Friday, 17th December, 2021. 

The Chief Justices urged the EAC Secretariat to formalize the institutional standing of the Forum of EAC Chief Justices, which should advise on the implementation of policies and programmes that foster adherence to the rule of law, good governance and share concerns with the Council and the Summit when needed.  

The Forum agreed that Chief Justices initiate the Chief Justice-Private Sector Roundtables in their respective Partner States and at the regional level to function as avenues for dialogue that can facilitate an enabling business environment and increase efficiency in resolving commercial disputes. 

On regional cooperation in the enforcement of law and order, it was agreed that the respective judiciaries establish modalities to enhance closer regional collaboration in combating of trans-boundary crimes. 

On alternative dispute resolution mechanisms, the Chief Justices agreed to support the establishment, financing, and operationalization of the Small Claims Courts, Plea Bargaining, and Arbitration and Mediation as suitable mechanisms for delivering quicker and affordable ways of delivering justice to vulnerable people. 

It was agreed that respective Judiciaries strengthen performance evaluation as a way of enhancing individual and institutional accountability.

On the harmonisation of judicial systems in the region, the EACJC agreed to pursue the harmonisation of legal training, certification and promoting standardisation of judgments in the judiciaries of the Partner States. 

Speaking at the Forum, EAC Secretary General Hon. (Dr.) Peter Mathuki described the EAC Chief Justices' Forum as a big step in strengthening judicial systems in EAC. 

“The EACJF-EACJEC Joint Symposium's Resolutions were pertinent on how to improve judicial systems capacity to deliver justice to East Africans,” said Dr. Mathuki, adding that efficient delivery of justice was in line with the views of the Summit of EAC Heads of State in taking the Community to the people at the grassroots. 

Dr. Mathuki emphasized the need to embrace a cooperative and collaborative approach in terms of how the EAC and National Judiciaries conduct business. 

Dr. Mathuki hailed national judiciaries and the EACJ for adopting e-services that have ensured continued delivery of justice to East Africans during the Covid-19 pandemic. 

He commended the Judiciary of Kenya for its efforts to establish courts near border posts to resolve cross-border trade disputes and encouraged the other judiciaries to establish the same, adding that such courts would help resolve cross-border disputes and make the integration process seamless.
