REQUEST FOR EXPRESSIONS OF INTEREST

FEASIBILITY STUDIES AND DETAILED DESIGNS OF THE MULTINATIONAL BURUNDI/RWANDA KANYARU/AKANYARU BELT ROADS: NGOZI (MWUMBE) – NYAMURENZA – NTEGA – KIRUNDO (66 KM) / KANYARU BAS – NYARUTEJA – KIBIRIZI – GISAGARA – NYAMIYAGA (110 KM)

  1. The East African Community (EAC) has applied for funding from the African Development Bank through the NEPAD Infrastructure Project Preparation Facility (NEPAD – IPPF) to finance the above road project’s preparation and it intends to apply part of the grant proceeds to eligible payment under the contracts for consultancy services. The services will include reviewing and updating any existing designs and carrying out full feasibility studies and detailed engineering designs for the road sections with no existing designs for the regional trunk roads linking the two East African Partner States (Burundi and Rwanda) through the Kanyanru Bas / Akanyaru Bas border post.
  1. The main objective of the study is to improve the transport infrastructure with a view to supporting EAC regional integration and economic development. The services will be procured through a shortlist of eligible and qualified consulting firms in accordance with AfDB rules and procedures. Broadly, the proposed study will consist of the following components: -
    • Conducting full Feasibility Studies, Environmental and Social Impact Assessment (ESIA) and preliminary designs for the entire road.
    • Carrying out design reviews and detailed engineering designs to conform to the EAC standards.
    • Preparation of tender documents for the most viable options chosen by the Client.
  1. PROJECT DESCRIPTION

The project will include the following components: -

  1. Burundi Section: the 66-km long Ngozi (Mwumbe) – Nyamurenza – Ntega – Kirundo road which branches from the Bujumbura – Bugarama – Ngozi – Gitega – Kobero road. It is a gravel surfaced road traversing rolling to hilly terrain and runs parallel to the Kanyaru River. In the lowlands the road crosses several swamps and gets submerged in the rainy seasons.
  1. Rwanda Section: it is 110 km long and commences at the Akanyaru Bas border post and traverses rolling to hilly terrain through the towns of Nyaruteja, Kibirizi, Gisagara and terminating at Nyamiyaga. It is a gravel surface road that also crosses swampy areas.
  1. The East African Community now invites eligible consulting firms to indicate their interest in providing the services. Interested firms must provide a statement of capability and experience indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, registration documents, legal status, tax compliance, financial status, litigation status, etc.). Consultants may constitute joint ventures to enhance their chances of qualification
