EAC Council of Ministers kicks off today with the Budget for the upcoming fiscal year top on the agenda

East African Community Headquarters, Arusha, Tanzania, 22nd April, 2025: The 47th Ordinary Meeting of the East African Community (EAC) Council of Ministers is currently underway via hybrid (physical and virtual) means to discuss a variety of significant issues related to the regional integration process, with a particular focus on the budget for the upcoming fiscal year.

The Council will also discuss different reports including; the reports of the Office of the Secretary General, Audit Commission on the Audited Financial Statements of the Community for the Financial Year ended 30th June, 2024, and the status of integration of new Partner States into the Community.

In addition, the Council will consider the drafting of EAC Political Confederation Constitution, Election Observation in Partner States, Finance and Administration Matters, and Human Resources matters, among other agenda items.

The four-day meeting which brings together ministers from the EAC Partner States, is being conducted through: the Session of Senior Officials which ends on Wednesday, 23rd April, 2025, the session of the Coordination Committee (Permanent /Principal/Under Secretaries) set for Thursday, 24th April, 2025; and the Ministerial session that will take place on 25th April, 2025. 

In her opening remarks, the EAC Deputy Secretary General in charge of Customs, Trade and Monetary Affairs, Ms. Annette Mutaawe Ssemuwemba, said that the 47th Ordinary Council had been convened to consider a number of important issues crucial to moving forward the integration process.

The DSG reaffirmed the EAC Secretariat's commitment to working with Partner States, adding that adequate preparatory efforts had been made by the Staff of the EAC Organs and Institutions to make the meeting a success.

“The meticulous preparation by the Secretariat has paved the way for fruitful deliberations today. It is vital that we approach the integration agenda with clarity and purpose,” added the DSG.

The Council of Ministers is the policy-making Organ of the Community. The Council consists of the Ministers responsible for EAC Affairs and/or Regional Cooperation of each Partner State and such other Ministers of the Partner State as each Partner State shall determine.

Among its functions, the Council promotes, monitors and keeps under constant review the implementation of the programmes of the Community and ensures the proper functioning of the regional bloc.
