Assignment Title: REQUEST OF EXPRESSIONS OF INTEREST FOR A GAP ANALYSIS ON DATABASE MANAGEMENT SYSTEMS THAT CAPTURE CROSS BORDER FINANCIAL FLOWS IN THE EAST AFRICAN COMMUNITY (EAC)

East African Community (EAC) Secretariat has received a Grant from the International Development Association (IDA)   in the amount of USD 10.5 million for financing the EAC Financial Sector Development and Regionalization Project (EAC - FSDRP) to support the development of the financial sector through the establishment of a single market in financial services among EAC Partner States, and intends to apply part of the proceeds for consulting services.

The overall objective of this assignment is to guide on the EAC Secretariat on the establishment of a centralized database for capturing cross border financial flows in the region.

Having a robust, reliable and up to date database to capture cross border financial flows in the EAC, will ensure that Partner provide pertinent and accurate information that Partner States will use to support the conduct of regional monetary policy in line with the objective of the EAMU protocol of promoting and maintaining monetary and financial stability in the region.

The EAC FINANCIAL SECTOR DEVELOPMENT AND REGIONALIZATION PROJECT, (EAC-FSDRP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: The consultancy firm should have at least 5 years’ experience in undertaking similar assignments in developing countries in Africa, Asia or South America; core business and years in business, relevant/specific assignments and knowledge of the region.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant’s Qualification Based Selection method set out in the Procurement Regulations.
