ALLOYS MUTABINGWA
The 10th Ordinary Summit of the East African Community Heads of State meeting in Arusha on 29 April 2009, appointed Alloys Mutabingwa Deputy Secretary General of the East African Community (Planning and Infrastructure).
Mr Mutabingwa (Rwanda, born 6 October, 1966) joined the EAC from another position of leadership- as Special Government of Rwanda Representative to the United Nations International Criminal Tribunal for Rwanda (UN-ICTR), the last position he held prior to his appointment as Deputy Secretary General, and also served as First Counsellor, Embassy of Rwanda to the United Republic of Tanzania, based in Arusha.
He was actively involved in negotiations for Rwanda's entry into the EAC (2006-2007) and until 2003 was Rwanda's Focal Point in East African Co-operation in Revenue Administration. Prior to that, he was Head of Division; Legal, Technical and Registration Affairs, Rwanda Revenue Authority.
Mr Mutabingwa boasts lengthy experience in the practice of law (especially commercial law), and has worked in various capacities in both Rwanda and Tanzania, including a stint as a visiting lecturer at the National University of Rwanda.
He holds a Law degree (LL.B Hons) from the University of Dar es Salaam, Faculty of Law, where he earned a special award for best compulsory research paper in Social Security law. He is married.
