Ambassador Juma Volter Mwapachu
 The Summit of the East African Community Heads of State meeting in Arusha on 4 April 2006 appointed Ambassador Juma Volter Mwapachu as Secretary General of the East African Community for a 5 year term. Prior to his appointment, Amb. Mwapachu served as Ambassador of the United Republic of Tanzania to France, with accreditations to Spain, Portugal, Tunisia, Morocco and Algeria (July 2002 - April 2006). Before serving as Ambassador to France, Amb. Mwapachu had a wide-ranging career in the public and private sectors in Tanzania – opening with the Tanzania Police Force in 1969, and making history en route as the first Tanzanian university graduate to join the Force. He would go on to serve in the Attorney General’s Chambers and the National Bank of Commerce before launching his career in the diplomatic service with his appointment as Principal Foreign Service Officer in 1973. With a keen interest and involvement in the privates sector and civil society, Amb. Mwapachu has, during his career, sat on boards of directors/executive committees of various institutions and professional bodies and has held senior positions in Tanzania national private sector institutions and in civil society. Born on 27th September 1942, Amb. Mwapachu holds an LLB (Hons) degree from the University of East Africa, Dar es Salaam (1969) and a Postgraduate Diploma in International Law, International Institutions and Diplomacy from the Indian Academy of International Law and Diplomacy, New Delhi, India. The University of Dar es Salaam conferred on Amb. Mwapachu a Doctor of Literature degree (Honoris Causa) in 2005. He also holds several professional honours and memberships, and has published and edited four books including his most recent; Confronting New Realities: Reflections on Tanzania’s Radical Transformation.
