EAC and Infrastructure


Infrastructure is one the most critical enablers of a successful regional integration, taking into account its importance in facilitating activities such as trade, agriculture, tourism and the movement of labour and/or other resources.

Cognisant of this fact, the Treaty establishing the East African Community states that the Partner States’ provision of basic infrastructure shall be one of the Operational Principles of the Community (Article 7 (b)).

Outlining in greater detail the need for co-operation in infrastructure and services within the EAC, the Treaty (Chapter 15, Article 89) identifies the key aspects of this co-operation and these include; harmonisation of regulatory laws, rules and practices; construction and maintenance of infrastructure in Partner States and review and re-design of intermodal transport systems among others. Similarly, the EAC Development Strategy 2006-2010 underscores the importance of infrastructure, noting the catalytic role it plays in the functioning of economies. The Strategy outlines infrastructure challenges and proposed interventions for the region. Go to EAC Development Strategy (2006-2010)

Against this background, a Directorate of Planning and Infrastructure was created at the EAC Secretariat in Arusha, Tanzania. The Directorate is comprised of the following offices;

-Investment and Private Sector Promotion
-Meteorology
-Monitoring and Evaluation
-Planning and Research
-Road and Rail Transport
-Statistics
-Telecommunications
