Health EAC/CM13/DC41 No. of medical students that did internship at different universities within the Community on rotational basis Kenya has harmonized medical practice internship as per the Council Decision This decision contains some inconsistencies vis-à-vis the decision to complete internship within one year. The decision says that rotation in each field should be at least three months, in which case an Intern may find him or herself spending more than three months such that the internship period would thence last more than a year, given that there are four disciplines in which the Intern has to rotate; besides, some areas like surgery may need an internship of more than three months.

The Council may need to revisit the decision and agree on the best way forward
Immigration EAC/CM9 Asylum procedures harmonized across the Partner States Asylum procedures are yet to be harmonized Asylum procedures may prove difficult to harmonize given the different visa regimes operated by the Partner States e.g. Ethiopians need no visas to enter Kenya. A study may need to be undertaken to advise how best the procedures would be harmonized under the circumstances

Proposals to include Kenyan students into the programme still under discussion Staff exchange between universities is also ongoing IUCEA may need to develop at least five new viable courses or programs and allocate each course program to each Partner State, secure funding for say the first five cohorts, and sponsor an agreed upon number of students from each Partner State per course EAC needs to have a central/regional research centre to coordinate regional policies and generate knowledge that can be translated into tangible outputs that would promote the much needed economic growth and development. Regional database on drug trafficking set up and up-to-date Draft EAC protocol on peace and security already in place, yet to be concluded. EAC regional database on drug trafficking not yet in place. Tanzania has a database on drug trafficking; Kenya? Uganda? Rwanda? Burundi? Drug trafficking on the increase in Uganda, with Kampala considered as a hub for drug traffickers (Sunday Monitor March 23, 2008) There is need to investigate the causes of the observed increasing drug trafficking in the Region. For instance, could the weak anti-narcotics laws be the problem, where the fines in the law are too small to deter the crime?
Interstate security EAC/CM8/DC54b Reduction in No. of transnational crimes and cases of illicit drug trafficking Police Chiefs do meet regularly to discuss drug trafficking issues among others; notwithstanding transnational crimes continue to pose a real and growing problem and ‘seem’ to be on the increase Tanga and Zanzibar are so far two places in Tanzania where transnational crimes are concentrated —allegedly due to the high poverty levels in the two places. Interstate security EAC/CM8b Reduced theft of MVs in the Community Theft of MVs ‘seem’ to have reduced within the Region There is need to include in the EAC Facts and Figures, an indicator on theft of MVs in the Region. For instance Uganda released its 2007 Crime Report in which it was reported that 620 vehicles and 1223 motor cycles were stolen in 2007, out of which 256 vehicles were recovered. However the report does not present (?) previous year’s figures for comparison purposes

Research and Planning EAC/CM13/DC99 Acceptable Report on Study on the establishment of an East African Community Market Study on the establishment of an EAC Common Market was completed in August 2007, discussed and adopted by the Council. The Study proposed a model EAC Common Market Protocol A High Level Task Force of Negotiators of the Common Market is already in place since October 2007, using the model protocol as basis for negotiations The Private Sector seems not to be keen on the ongoing Common Market negotiations, arguing that the Customs Union needs to first take root, be appreciated and thereafter proceed with the Common Market. It is critical that the EAC verifies this information, and if found valid, should appropriately engage the Private Sector and Politicians to reach consensus on the common market issue.

Tourism and wildlife EAC/CM11/DC27 Preferential treatment of EAC citizens in respect to hotel rates Some hotels in Tanzania already charging uniform rates for East Africans; Uganda not yet. Kenya started negotiating with hotels to implement the Council decision There are some hotels where rates are non-discriminatory, and where it would be very difficult for the hotel operators to introduce price discrimination. One of the options would be to limit price discrimination up to say 2-star hotels and let the other hotels determine their price structures as they see fit
Tourism and wildlife EAC/CM11/DC29 Hotels standards and other related facilities harmonized within the Community e.g. a 3-star hotel in Tanzania should be the same as in Kenya and Uganda Harmonization of hotel standards in EAC was completed Developed a curriculum for hotel assessors in EAC Hotel classification already done in Uganda for some hotels, and ongoing in Tanzania. Ministry of Finance may need to be incorporated in the sensitization programs—both to be sensitized on the importance of marketing the EAC, and also to involve some officials (from MoF) to form part of the sensitization teams so that they would appreciate the need for provision of sufficient funds for EAC related activities
Tourism and wildlife EAC/CM14/DR13a Citizens of EAC treated uniformly and preferentially in all hotels and other lodging places within the Community Some hotels in Tanzania already charging uniform rates for East Africans; Uganda and Kenya not yet;

Negotiations have started with WTM and ITB organizers to have one common space for all EAC Partner States for the subsequent trade fairs EATWCA may need to devise means of attracting East Africans to participate not only as service providers but also as clients (tourists); e.g. Partner States may consider providing tourism subsidies to East Africans to encourage them tour their Community

Trade EAC/CM12/DC28 Axle load traffic requirements relaxed by Kenya to allow Uganda’s registered vehicles to transport goods from Uganda to Kenya Trucks allowed to carry goods to and from each other’s territory on recommendation of the respective Revenue Authorities Meanwhile Kenya gazetted the banning of the 4th rear axle with effect from December 2007 The current solution appears temporary in nature i.e. relying on recommendations from Revenue Authorities. Harmonization of axle load traffic requirements for the entire Community appears to be the option that would present a long lasting solution to the problem
Trade EAC/CM12/DC35 Proliferation of road blocks that hamper trade facilitation addressed Road blocks highlighted as one of the NTBs in all Partner States Sometimes the motive for such roadblocks is nothing other than extortion of bribes as a way of supplementing the rather inadequate pay for the security personnel. Hence there is need to investigate the ‘why’ and identify appropriate solutions to the problem
